I went through the code in OpenCV 2.3.0 and 2.3.1.  It appears that NVIDIA has created seperate function to accelerate Lucus Kinade optical flow, various thresholding functions, and arithmatic primitives ( or, xor, ... ).

The willow garage release of OpenCV only has the hooks for the expanded Tegra functions.  You must download the Tegra Android Development pack - http://developer.nvidia.com/tegra-android-development-pack
